Description
Resident reported : From: sean leopold <seanleopold@gmail.com>

Multiple residents breaking highways act 1980 on Park View, W3 0PU

I live on Park View, W3 0PU.

I have been diligently reporting my neighbours who have been placing items such their bins, cans of oil, buckets and more in residents parking bays outside their homes on our street via the Love Clean Streets app. I have been doing this for months, generally on a daily basis as that is how frequent these offences have become. I have submitted over 100 reports.

I understand this is an environmental crime under the Highways Act 1980 - Section 137 -
Wilful Obstruction of the Highway- Section 148 (c)- Depositing anything whatsoever on the highway.

I see periodically all my reports are cleared from the love clean streets app with no follow up, but the problem continues to get worse. This has gotten worse swords since residents started moving into The Royal Gateway complex.

I am emailing now to understand how this can be addressed finally as it’s causing an awful lot of tension within our neighbourhood. Should I submit evidence to this email box instead? Is the Love Clean Streets app actually monitored by Ealing and is action actually being taken from it (if not, I could save myself a lot of time by not bothering to upload daily reports)?

For example, attached is a photo from today where 74 and 76 Park View have placed their recycling bins and food waste bin in the driveway to stop othered from parking there. I have also listed the main offenders below.

Please let me know.

Main violators of the highway act (I have submitted multiple reports associated with the offenders below and even have video evidence of some of them placing items in the bays:

• 74 park view (W3 0PU) are placing items (recycling and food waste bins and can’s of cooking oil) in residents parking bays (and public walking paths), to stop other residents from parking and so that they can park their blue Nissan X-Trail, which has the vehicle registration number LO73HHM
• 67 park view (W3 0PU) are placing items (orange bucket, planks of wood, etc) in residents parking bays (and public walking paths), to stop other residents from parking and so that they can park their black Nissan X-Trail, which has the vehicle registration number EY75NBJ
• 76 park view (W3 0PU) are placing items in residents parking bays and public walking paths (e.g. recycling and food waste bins), to stop other residents from parking and so that a green Mini Cooper Clubman can be parked there, which has the vehicle registration number LO23VBM (this does not seem to be a car belonging to the household as the driver never goes in or out of the house), so I presume the household has a financial or otherwise agreement with the household.
• 54 park view (W3 0PU) are placing items (like their bins) in residents parking bays (and public walking paths).

As you can see this is getting out of control and is preventing legitimate residents from parking on the street they live on. How can urgent action be taken?

Best,

Sean
